    This is very wordy, but what it’s saying is that you can’t put out temporary stop signs to control an intersection during a power outage unless you make sure that each approach with a stop sign will be getting a flashing red light when the power comes back on. They want to avoid the scenario where the power comes back on before the stop signs are removed and the traffic signals conflict with the stop signs. (Imagine, say, a confused driver facing a green light and a stop sign at the same time.)
